Can you have solar panels on a flat in the UK?

Plug-in solar panels for flats
Compliant plug-in solar devices became legal to buy and use in Great Britain from 27 August 2026.
Instead of requiring a conventional multi-panel rooftop installation, a plug-in solar device uses one or more smaller solar panels connected to a microinverter. The complete approved device can then connect to a suitable household mains socket using the manufacturer's supplied connection.
This can be particularly useful for people living in flats because access to the main building roof is not necessarily required.
Maximum 800VA output
A compliant plug-in solar device can supply a maximum of approximately 800W of AC power into the home's electrical installation.
Panels can exceed 800W
The combined rating of the solar panels can be higher than 800W. The current specification allows up to 2,000W of PV module capacity while the device limits mains output.
One device per household
Current network rules should be treated as allowing one plug-in solar device per household, rather than several systems plugged into different sockets.
A flat with its own electricity supply and consumer unit is treated as a household for the purposes of the current plug-in solar rules.
Plug-in solar being legal does not automatically give permission to attach panels to a building
Electrical approval and property permission are separate issues. A tenant or leaseholder may still need agreement from a landlord, freeholder, housing provider or management company before attaching panels to a balcony, wall or other part of the building.

Balcony solar panels UK
Balcony solar has received significant attention because balconies can provide solar access for households that do not control their building's roof.
A suitable balcony with useful exposure to daylight could potentially support a small solar installation, but not every balcony and not every plug-in solar kit is suitable for balcony mounting.
South-facing balconies
A south-facing position with little shading may provide some of the strongest generation potential.
East or west facing
These balconies can still generate useful electricity, particularly during morning or afternoon periods.
Shaded balconies
Overhanging balconies, neighbouring buildings and other obstructions can significantly reduce solar generation.
Can any plug-in solar kit be attached to a balcony?
No.

Yes.
Plug-in solar is electricity-generating equipment connected to the local distribution network, so the relevant Distribution Network Operator (DNO) needs to be notified after installation.
For the normal connect-and-notify route, notification is generally required within 28 days of installation.
The DNO is the company responsible for the electricity network supplying the property. It is not necessarily the same company that sends the resident's electricity bill.

Battery storage for flats
Battery storage can be useful alongside conventional solar because it allows surplus daytime electricity to be stored for use later.
However, there is an important distinction for people considering the new plug-in solar market.
Plug-in solar does not currently include plug-in batteries
The simplified GB plug-in solar framework applies to plug-in solar devices without battery storage. Plug-in battery systems and plug-in solar products integrated with batteries are outside the scope of the current product specification.
A conventional professionally installed battery may still be possible in some flats, but practical considerations include:

How much do solar panels for flats cost?
Costs vary considerably because a small plug-in solar device and a shared apartment-block rooftop system are completely different types of project.

How much electricity can balcony or plug-in solar generate?
Generation depends on panel capacity, location, orientation, shading, weather and the design of the building.
A flat with an exposed sunny balcony may perform very differently from one where the balcony is deeply recessed or shaded by surrounding buildings.
Good solar exposure
